About the role..  
Breakthru is proud to be selected by the Department of Social Services to deliver the new Inclusive Employment Australia (IEA) program across key regions in New South Wales and Queensland. This means we’ll be supporting more people than ever to access meaningful employment and build lasting careers — and we’re growing our team to help make it happen.   

Leading the team across the Lower Hunter Employment Service Area (ESA), as Service Manager you’ll provide strategic leadership across your region, ensuring the delivery of high-quality, inclusive employment services. You’ll lead a performance-driven team, oversee budgets and reporting, and foster a culture of integrity, empathy, and accountability. A key part of your role is building strong networks with employers, community partners, and stakeholders to expand opportunities for people with diverse abilities. With your vision and leadership, you’ll create pathways that empower both clients and your team to thrive. 
Key responsibilities include: 

  • Lead improvements to the customer and employer experience, ensuring quality, person-centred service delivery. 
  • Drive team performance to exceed both quality and performance targets. 
  • Manage service area financial performance, meeting revenue and margin targets. 
  • Build a high-performing, enterprising workforce through coaching and leadership. 
  • Work closely with the Performance Manager to use local data and insights to guide decision-making and improve outcomes. 
  • Strengthen partnerships with local agencies, referral sources, and community stakeholders. 
  • Ensure the ongoing development of your team to build a deeper understanding of best practice when working with people with disability, injury, or health conditions. 
  • Ensure compliance and exceed internal and external performance benchmarks 
  • Champion Breakthru’s values of inclusion, empowerment, and person-centred practice. 


  
About you..  
You're a confident and strategic leader with a passion for delivering high-quality, person-centred services. You know how to create a positive client and employer experience, and you're driven to exceed performance, quality, and financial targets. With strong commercial acumen, you understand how to manage budgets while keeping people at the heart of what you do. 

You lead by example, coaching and empowering your team to grow while fostering a culture of continuous improvement. You use local data and insights to make informed decisions and drive better outcomes for both clients and employers. You’re also skilled at building strong partnerships with community stakeholders and referral networks.  

Most importantly, you’re committed to inclusive, best-practice support for people with disability, injury, or health conditions, and you actively champion Breakthru’s values of inclusion, empowerment, and person-centred practice. 
  
Our ideal candidate will demonstrate: 

  • Proven experience in Employment Services 
  • Strong financial acumen with responsibility for budgets and P&L 
  • Exceptional leadership skills with the ability to build and lead a high-performing, cohesive team 
  • Background in recruitment and talent management 
  • Excellent communication, negotiation, and influencing abilities 
  • Results-driven with a track record of achieving and exceeding targets and KPIs 
  • Confident in managing multiple customer management systems and processes 
  • Criminal record check (essential or willing to obtain)  
  • Working with children’s check (essential or willing to obtain)  
  • NDIS Workers screening clearance (essential or willing to obtain) 
  • Current Driver’s License - essential
