Senior Analyst with Legal Experience


This role provides the opportunity to contribute to the development of a regime to support crisis management for some of Australia’s important financial market infrastructures.

This role is part of the Financial System Group, within the Reserve Bank of Australia’s Payments Policy Department. Payments Policy Department is responsible for developing and implementing the Reserve Bank's payments system policy, including the Bank’s regulatory role in supervision of clearing and settlement (CS) facilities.

As a Senior Analyst, you will carry out research (including legal research) on matters relevant to the design and operation of a resolution regime for CS facilities. You will contribute to the preparation of documentation to enable the drafting of legislation for establishing a resolution regime. This will involve liaison with the Council of Financial Regulators (CFR) agencies (Treasury, Australian Securities and Investments Commission and Australian Prudential Regulation Authority), as well as the Law Design Office and Office of Parliamentary Counsel.

Major responsibilities:

  • Contribute to the development of policies and procedures to support the Bank's role in CS facility crisis management
  • Develop subject matter expertise in financial and operational risk management and recovery arrangements by Australian CS facilities
  • Contribute to papers for the RBA’s Payments System Board, Executive Committee and Financial Market Infrastructure Review Committee, as well as the CFR and external audiences

Skills and Experience

  • A degree in law is essential and a degree or equivalent in economics is desirable
  • Relevant experience in a law firm, or a legal role in a government agency or regulatory agency, or a policy role involved in preparation of legislation is essential
  • Experience in financial regulation, insolvency or commercial law is highly desirable
  • Understanding of the policy development process and legislative processes is desirable
  • An ability to prepare written reports & make verbal presentations with clarity is essential
  • Strong analytical skills and an ability to work towards tight deadlines is required
  • Outstanding interpersonal and strong communication skills are required
