In 2015, MSF Hong Kong, Japan and Australia were asked by the Core ExCom to present actions and intentions for growth and investment in the South East & East Asia, and Pacific Region (SEEAP) to the Full ExCom. Following a review, the Full ExCom concluded that a case for the development of Asia (investment and growth) should be made, tasking the sections of Japan, Hong Kong and Australia to collaborate in the development of a concept paper to the Full ExCom, outlining the value proposition for regional development. The concept paper was presented at the 2016 Full ExCom and received unanimous support for the SEEAP partner sections to proceed with a comparative assessment across the proposed priority countries of Indonesia, the Philippines, Thailand and Malaysia.

The scope of this assessment was to establish the financial and human resource potential, and the political weight/influence of these countries on global medical humanitarian issues of interest to MSF. The assessments and analysis highlighted a strong and comprehensive set of value propositions for the MSF movement for investing in fundraising, and FHR recruitment and career development.

The fulfilment of those objectives is partially reliant on our digital platforms, which enables the organisation to fulfil obligations relating to revenue growth, field worker recruitment and public awareness of the medical humanitarian needs of our patients.

Overall Responsibility

The Digital Platform and Web Manager is responsible for the development, maintenance and operation of the technology behind Médecins Sans Frontières SEEAP websites and digital platforms.

Our websites and platforms are key to achieving Médecins Sans Frontières’ SEEAP objectives, from meeting our social mission – championing the needs of patients, and raising awareness of MSF medical and humanitarian operations – to raising financial resources, and recruiting both field workers and domestic staff. This role will ensure that MSF’s websites and digital platforms are optimised for traffic, conversions and key systems integrations.

Under the functional supervision of the Digital Communication Manager, the Digital Platform and Web Manager will lead the digital technology roadmap, infrastructure and budget. This role is responsible for evaluating, recommending and implementing new digital technologies to ensure that MSF SEEAP is innovative, competitive and is supported in meeting organisational objectives.

Main Tasks / Duties

Technology

  • Lead, optimise and plan the assets and technology behind MSF’s websites and digital platforms – including website revamp, CMS updates or migrations, ecommerce systems, system integrations.
  • Lead and develop the strategic revamp of the SEAP websites and integrations.
  • Leverage and scale new technology solutions across technology assets and forge

    leading edge initiatives while maintaining the demands of the business.

  • Manage all platform engineering, quality, deployment and integration processes,

    including production support as required.

  • Ensure that effective strategies are in place for maintenance, security, fraud

    prevention, systems backup, PCI compliance, and disaster recovery for MSF websites

    and digital platforms.

  • Monitor operational performance and service availability of website and digital

    platforms.

  • Actively identify issues that may impact organisational objectives and recommend and

    implement actions to mitigate.

  • Make recommendations for future investment and optimisation projects
  • Asset management of the digital platforms and APIs including production support on

    a 24x7 basis, in conjunction with other staff.

    Ecommerce

  • Ensure ecommerce donation systems for SEEAP countries are maintained, modules are updated, and bugs are fixed in a timely manner, and that the systems enjoy maximum uptime.
  • Collaborate with digital fundraising to ensure that the ecommerce platform is optimised for conversion and user experience.
  • Investigate, test and implement new payment methods and technologies (e.g. Apple Pay, Stripe, Samsung Pay) in line with fundraising objectives.
  • Pro-actively review and improve fundraising systems and processes.

    Project Management

  • Lead and prioritise projects involving the web systems and digital platforms, ensuring they are delivered on-time, within scope and within budget to support organisational objectives delivery.
  • Manage web related technical budget to allow for optimisation, innovation, maintenance and risk management.
  • Produce project planning documents, action plans, timelines, budgets, and briefs.
  • Measure project performance using appropriate metrics.
  • Create and ensure the maintenance of project documentation.

    Internal Relationships

  • Consults regularly with the SEEAP pillar managers on project development, budget requirements, investment needs and innovation initiatives.
  • Provide technical support for websites and digital platforms to all internal MSF departments, including Communications, Fundraising, Field and Domestic HR and Operations.
  • Ensure effective, timely and open communication within and across departments.

    External Relationships

  • Management, oversight and direction of key vendor partnerships and external suppliers within platform scope.
  • As required, evaluate and recommend new suppliers and ensure relevant internal legal and financial compliance processes are followed.

    Selection Criteria

    Essential Criteria

  • 5 to 7 years’ experience managing websites and digital platforms for a large-scale organisation.
  • Proven industry experience working in high performing dev-ops/platform engineering environment.
  • 5+ years PHP development experience
  • 3+ years Drupal experience, including custom module development
  • Linux (Ubuntu), Apache2, MySQL, PHP5 and PHP7 experience
  • Deep expertise and hands on experience with programming languages such as

    HTML, CSS and a mobile-first design approach

  • Git repository experience (Bitbucket, etc)
  • Strong grasp of security principles and experience in adhering to PCI-DSS security principles
  • Experience integrating with third-party APIs
  • Experience in optimising for speed and scalability
  • Web server management skills
  • Ability to work independently and within a team
  • Ability to multitask and balance urgent requests with longer-term projects
  • Demonstrated experience in leading, managing and optimising website server and

    hosting environments with a forward-thinking approach to secure ongoing digital

    sustainability for the organisation.

  • Experience working with web reporting, tracking and optimisation tools such as

    Optimizely, Hot Jar, Google Analytics, and Google Tag Manager.

  • The ability to manage relationships with a broad range of internal and external

    stakeholders.

  • Experience in technical aspects of SEO implementation, optimising user experience (UI, UA and UX)
